It depends on the cut of the shorts clothing, on the person’s height, whether or not the shorts have pockets on the hips (cargo shorts)…it could be several things.

For me, it’s Omar the Tentmaker. It depends entirely on your body. Clothing manufacturers don’t use one last (like shoe companies do) to determine the shape their goods will fit in each size. (No, not even something pretty consistent like Levi.)
Instead, clothing cut varies from one style to the next. In general, designer clothing is cut small, especially through the hip and leg. Knits are often cut more generously in the first place. The only way to know is to go on a trying-not-buying spree and see what stores have lots of shorts clothing that fit you. Good luck!

The hem is basically the bottom part of the shorts, like the thread down is the hem.
You could try Forever 21, their stuff is cheap and super cute.
Plus its a huge store so you should have no problem finding something.

Try anywhere you would be surprised by what you can find. Even look at the expensive stores there’s always some kind of sale going on. American Eagle should offer your sizes for a decent price.

Swim trunks and bathing suites are only allowed to be worn in this public pool because basketball shorts are considered clothing and is a health risk.
Technically any street clothing is a health risk. The reason is because bathing suits are designed to go in the pool, and only be worn in the pool. Most bathing suits have an inner lining that lines your private parts which tries to reduce the risk of passing on any kind of infection related to your private parts if you know what i mean, which street clothing does not have. Also outside clothing like basketball shorts could possibly have gotten sweaty and dirty and no one wants that in the pool. It’s bad enough that others are already dirty individuals getting in the pool, lets not add to that.
