There is no difference in material, except compression tights are designed to enhance blood flow during and after working out and training, as well as faster recovery from fatigue and reduction on the chance of injury. They are constructed in a fashion that works with the muscle groups. Regular spandex is mainly for less resistance and also high mobility with no restriction but doesnt have the compression factor. Mostly bought by women for comfort and fashion rather than purpose.
Women are known to mainly buy the regular spandex. But have been also known to buy the compression tights also for training. Men who buy spandex are generally looking for spandex to suit their training purpose. Rarely would you see a man buy regular spandex unless it was the proper cycling shorts that has padding in the crotch area for cycling reasons.
