It depends on the cut of the shorts, the person's height, whether or not the shorts have pockets on the hips (cargo shorts)…it could be several things.

I would really like to see the reaction you would get from my friends if you tried calling me fat.
I am very VERY skinny, and I have that same effect,
It's because when girls wear pants the material sits lower on our hips, the long legs of the pants keeps the hip part fron sinking into our waist ( This is really hard to explain through typing so try and bare with me) sinse the legs are cut off on shorts I makes it much easier for the shorts to ride up and cut into our gut, makinf it look like the girl has rolls, when she really doesn't
God I hope that made sense to you but some how I bet you are scratching your head right now saying… "HUH?"
